Planning Update – March/April 2023

COMMENTS MADE BY FORUM

Since the February report, the Forum has made two comments objecting to planning applications at:-

2 Lady Place Barns Church Hill  PLAN/2023/0236 –  for the “Erection of a two storey rear extension and single storey side extension”. This is in both the Green Belt & the Pyrford Village conservation area and the Forum is concerned about the scale and visual impact.

Land North And South Of Upshot Lane TREE/2023/8086 – for the “Felling dangerous and dead trees and others in line with Ground control Report. Trees already felled will be restocked with Scots Pine and underplanted. (Works subject to TPO/0009/2014)”. The Forum is concerned at the potential damage already done to trees and badger setts.

APPLICATION DECISIONS OF NOTE

Blair House Pyrford Woods – REFUSED – Retrospective planning permission for the erection of a detached car barn and extended fence to side boundary at 2.7m height. PNF did not comment

 Wisley Golf Club Wisley Lane – (Green Belt) PERMITTED – Proposed realignment of the approach road to the east of the clubhouse building and engineering / landscaping works to create a new putting green. PNF did not comment

 Byfleet Lawn Tennis Club Pyrford Road (Green Belt) – PERMITTED – Demolition of the existing pavilion building and shade sail serving the Lawn Tennis Club and construction of a new single storey pavilion with decking (amended plans received 21.02.2023 and amended description). PNF did not comment

 166 Old Woking Road And Land At 168, 170 & 172 Old Woking Road -GRANTED – Erection of 4x two storey dwellings with accommodation in the roof space and a detached garage to the rear of Nos 166-172 Old Woking Road, erection of a two storey replacement dwelling with accommodation in the roof space following demolition of No.166 and associated access road, parking, landscaping and highway works (AMENDED PLANS AND INFORMATION) PNF objected

 Cherrywood Blackdown Avenue – PERMITTED subject to  Sec 106 – Subdivision of plot of Cherrywood, retention of existing dwelling and erection of new attached two storey dwelling with accommodation in the roof space with associated parking and amenity space (AMENDED PLANS) PNF objected

 White Oaks 20 Norfolk Farm Road – REFUSED – Erection of a two storey side extension and single storey rear extension. Erection of a first floor extension over garage with gable roof, pitched roof over garage with new garage door. Pitched roof over entrance and changes to fenestration. Insertion of 1 No side rooflight. Replacement 1.8m close board fence with 0.6m trellis topper on side boundary with 1 Norfolk Farm Close. Alterations to external materials. PNF did not comment

 NEW APPLICATIONS OF NOTE

 Pierre Pont House Pyrford Woods – Second application after refusal – Erection of detached 1.5 storey dwelling with associated vehicular access and landscaping. PNF has not commented

 Wisley Golf Club Wisley Lane – Green Belt – Proposed redevelopment of the outfield to the east of the existing approach road, including replacement driving range building and replacement range/performance building, engineering / landscaping works to facilitate the enlargement of the short game area and associated works including alterations to the internal access roads and addition of two bridges. PNF has not commented

 White Oaks 20 Norfolk Farm Road  – Second application after refusal – Erection of part single, part two storey front extension and canopy over front door. Single storey side and rear extension and two rear dormers. Raising of existing ridge height by 1.05m to provide habitable room within the roofspace. PNF has not commented

 2 Lady Place Barns Church Hill – Green Belt & Conservation Area – Erection of a two storey rear extension and single storey side extension. PNF has objected

 Beech Rise Lock Lane – fifth application since October 2021 (Green Belt) – New barn to house agricultural machinery. PNF has not commented

 Land West Of Prospect Cottage Pyrford Road – Second application after refusal (Green Belt) – Erection of agricultural storage building PNF has not commented

 116 Old Woking Road – Third application since October 2022 – Certificate of Proposed Lawful Development for a rear outbuilding. PNF has not commented

 PLANNING APPLICATIONS AWAITING A DECISION AFTER 3 MONTHS

Non-Green Belt:-

 30 Lovelace Drive (Validated 16/12/2022) – Erection of a two storey rear extension, front porch, conversion of garage into habitable room, 1No side roof light and fenestration alterations. PNF did not comment

 Qaro Pyrford Heath (Validated 20/01/2023) – Construction of an additional storey and associated hipped roof and the installation of external insulation, increase in height of ridge, changes to external materials, changes to fenestration, front porch addition and installation of solar panels. PNF did object

 34 Norfolk Farm (Validated 11/01/2023) – Erection of first floor extensions including raising of the eaves and ridge height to create a two storey dwelling with accommodation in the roof space, erection of a single storey rear extension following demolition of existing, erection of single storey front extension and external alterations. PNF did not object

 26 Boltons Lane (Validated 21/04/2022) – Erection of single storey rear extension and two storey front and side extension to form annex following demolition of existing garage. PNF did not object

 Marchmont, Hollybank Road (Validated 07/01/2022) – Erection of a new dwelling following the demolition of the existing dwelling PNF Objected

 Marshall Parade Coldharbour Road (Validated 19/12/2019) – Discharge of conditions 1, 4, 7, 11, 14, 15 and 16 of PLAN/2019/0500 (Variation of condition 3 and 6 to PLAN/2015/0908 (Extension to existing building to provide additional retail floorspace at ground floor level and four floor retail unit into 2). PNF has not commented

 Fairfield, Woodlands Road (Validated 24/02/2022) – Variation of condition 11 to allow for addition of rooms in the roof to all 4 plots, and minor variations to ground floor fenestration. PNF has not commented

 In Green Belt: –

 NONE

AWAITING A LEGAL AGREEMENT

Tamarix, 153 Old Woking Road (Decided 14/01/2020) – Demolition of existing dwelling and garage and erection of 2.5 storey block of 5 apartments (use class C3) with associated hard and soft landscaping and relocation of vehicular access to Lincoln Drive. PNF Objected

 APPEALS DECIDED MARCH/APRIL 2023

The Old House Pyrford Road – DISMISSED – Demolition of existing stables/storage building and replacement with detached oak framed garage/storage Barn. PNF did not comment

 APPEALS REMAINING UNDECIDED FEBRUARY 2023

Beech Rise Lock Lane – New barn to house agricultural machinery PNF did object

 Beech Rise Lock Lane – Erection a single storey dwelling following demolition of existing stables PNF did object

 ENFORCEMENT PENDING CONSIDERATION

There is one enforcement notice pending consideration, which was dismissed on appeal to the Planning Inspectorate, at Clubhouse Traditions Golf Club Pyrford Road for “Unauthorised change of use of car parking spaces to a storage compound for golf ground maintenance equipment. Additionally the change of use of a land from an agricultural use to unspecific storage facilities area. Undertaken near to or next to a listed building/site”
