1.0 Martin Doyle (MD) opened the meeting, introducing himself as the Chairman of the PNF and Chief District Representative for Pyrford of the Three Village Residents Association.   MD was very pleased that so many people had come along to the meeting.

 

1.1Papers had already been handed out which included The Agenda,  The Application,  Annex 1 The Constitution,  Annex 2 Demographic Information,  List of Committee Members,  Appendix B list of Forum members to date,  Appendix C map of proposed Neighbourhood area.

 

1.2MD went through the agenda and the aims of the evening.

 

1.3Graham Christie (GC) stated that the PNF is something that has been created by you, the members, and is not a creation of the Council.   The PNF presents a big opportunity for the local community and is not just a talking shop.   He explained that Woking Borough Council (WBC) has a core plan and Pyrford can create its own plan which, once ratified, will be incorporated with the Borough plan and have similar force in planning law.   GC said that the Hook Heath application had been approved by the Council the previous night.   Hook Heath is the first recognised neighbourhood forum for Woking.   Byfleet’s application is currently out for public consultation and Pyrford could be number 3.   There is government finance available through WBC.   Hook Heath had applied for £7k and has received approval for £6,700.   Similar funding is available to PNF.

He explained the procedure which starts with the application document, the constitution and a definition of the neighbourhood area.  Once this application has been formally accepted, it is loaded onto the council web site for a period of 6 weeks public consultation.   We would hope for it to be approved by February.   After that, the PNF will be the recognised body for developing a neighbourhood plan.   It is not straight forward and there will be a lot of work, gathering statistics, etc.   When the plan is submitted, there is again a period of public consultation.   Once that process is completed, the plan undergoes inspection by an independent examiner and then will be put to a popular vote of all electors in The Area.   Assuming popular approval, the plan will go to the Borough for the final endorsement.

GC added that neighbourhood boundaries are not a legal specification.   It is up to the residents to decide where they should be.   They do not need to relate to ward boundaries which are often decided purely on the need to balance populations.

1.4MD set out what the Forum had achieved in the past 4-5 weeks.   The initial public meeting on the 25 September attracted some 50 people.   At this meeting it was agreed to establish a Forum, to elect officers and to form a committee to develop an application for recognition.   Two meetings of the committee were held on 4th and 11th October.   Minutes of these three meetings are on display on the board at the back of the room and also on the website.   MD was very grateful for the efforts of Steve Wright in setting up the web site so quickly.   All key documents are available on the web site, and there is space for you to give us your comments.   We are also available on the social networks of Twitter and Facebook.

Officers were elected at these meetings, but we still require Community and Business Liaison Officers to talk to voluntary organisations active in Pyrford and to businesses, shops, nursing homes, golf courses.  If anybody is interested in getting involved in the community, please let MD know.

All expenditure to date for hall hire, printing etc. has been provided by the Byfleet, West Byfleet and Pyrford Residents’ Association (BWBPRA) – for which we are most grateful.

From tonight’s attendance of the meeting MD feels confident we have passed the 200 membership level today.   This will help show the council that we have broad community support.   However, we still need to do more to attract members of the younger generation to join the Forum.   MD explained that it was important to progress the application quickly, in order to meet the tight timetable for recognition at next February’s Council meeting.   MD stated that the Neighbourhood Plan will not be able to stop all development but at least it will, hopefully, be able to ensure some reasonable control over developments.

 

2.0The Application

Copies of the draft application had been distributed to everyone present.   MD explained that there were still two unfinished areas.   The boundary still needed to be finalised and also a section needed to give some statistics on the make up of the forum membership.   MD asked if anyone had any questions or suggestions about the wording.   As there were none, it was now time to decide on the boundary

 

2.1The Boundary

MD explained that the map in the draft application pack basically uses the parish boundary, delineated by the red line.   The red line at the top end of the map cuts streets in half and also goes through houses.   This hardly ideal.   What we want is to submit a proposal which follows property boundaries and keeps streets together as much as possible.   This is what we need to agree tonight.

The main area of contention is the boundary between Pyrford and West Byfleet.   Initially, we thought to use the WBC Ward Boundary.   However, this excludes a number of GU postcode streets.   So, the postcode boundary was considered, but we found this excludes a number of streets within the Church Parish.   The Church Parish is not perfect either, notably because of the line cutting streets in half and across the middle of individual properties.

The problem has been discussed within the BWBPRA, and everyone agrees that the best judges of which community should represent individual streets are the residents directly affected.   Carole March, the deputy Chief District Representative for West Byfleet, confirmed that both villages want to be able to agree a common boundary and that we are looking to the residents to guide us.   With this in mind, we organised a leaflet drop to every household in the roads likely to be affected.    With the notable exception of Elmstead Road and its two cul-de-sacs, this produced rather mixed feedback, with about 60% for Pyrford and 40% for West Byfleet.   MD did not feel this vote was unequivocal enough of a mandate to proceed, without opening the question to discussion from the floor.

The residents of the Elmstead Road area felt that they have far more in common with Pyrford and a petition, with nearly 30 signatures, has been handed to MD requesting the inclusion of Elmstead Road and its cul-de-sacs within the PNF area.   Only one resident has indicated an opposing view.

About 7-8 people who were in the audience live from either Coldharbour, Oakcroft or Hollybank Road and agreed that it was the sense of being part of a community which was more important.   They are looking to PNF to represent their streets.

 

Stephen Temple, born in Pyrford, stated that one of Pyrfords’ greatest assets was its walks including around Providence Place so it would be better to push the boundaries out a little.   Pyrford has a distinct heritage.  So the village should organise itself.   For instance, the field at the back of the Arbor Youth Club would benefit the village, if used as a recreation ground.

In the light of the views expressed on the night, MD proposed that the boundary line be moved up to the Old Woking Road, along from Coldharbour Road and down Elmstead Road, (south side of Old Woking Road and both sides of Elmstead Rd).   A member of the audience pointed out that this excluded the north side of Old Woking Road, east of Hurst Way, in West Byfleet, which looks strange.   He proposed that the boundary line continue east along the golf course up to the Shearwater Road roundabout and then through the middle of Old Woking Road up to Elmstead Rd.   Attendees were asked to vote on this option.  This proposal was agreed unanimously, so that the resultant map be submitted as the proposed neighbourhood area.

 

2.2MD thanked everyone for taking the time to review the draft application and for the guidance received on the boundary.   That would enable him to finalise the application document, which he was aiming to submit to WBC before the end of October.   He then declared that at 9.05pm the formal proceedings of the Meeting we concluded.   It was now time for everyone present to take the opportunity to put forward their own ideas for the future of Pyrford.   He suggested that everyone took a break for refreshments and to then break into informal teams of their choosing, to work on their ideas.   The audience then split into three teams.

 

3.0Meeting resumed at 9.40 p.m.

MD stated that participants could also send their thoughts and suggestions to the web-site, or via Facebook or Twitter, or to him via e-mail if they wished.

Each of the teams then reported back on their discussions.

 

3.1Recreational Facilities in the Village

1.     What is happening with the land behind the Arbor Youth Club?

2.     How do we keep the youth in the village?

3.     Youth Officer – there used to be one.   It was pointed out there is a Church Youth Officer in the village.

4.     Could organise BMX cycling and some form of keep fit.

5.     Thriving cricket club, church etc.

We need to make sure these associations are maintained as we go forward.   It was noted that there is a very active youth club in the Church of the Good Shepherd and they have a very effective Youth Officer.

MD thanked Geoff Geaves for volunteering to help with Community Liaison.

 

3.2Transport/traffic/parking/speeding

1.     Concerned about possible development along Upshott Lane.

2.     Burhill Estates would like to sell some of their land.

3.     Concerns about speeding in Pyrford Road.

4.     Entrance to the village shops needs sorting out, maybe have to sacrifice a tree to widen / straighten the road and create safer parking.

5.     Greater emphasis on double yellow lines in certain places, for businesses and residential roads.  Council need to ease the situation.

6.      Woodlands Avenue car park is often half full, because people don’t know about it and it needs to be better advertised.   Business people could get reduced fees.

7.     Need to enlarge the parking Zone area.

8.     Poor lighting in some parts of the Old Woking Road.

9.     Floyds Lane needs parking restrictions.

10.  An area for commercial parking on the Rowley Bristow site would be useful.

11.  Recreation: Supplying of exercise stations, to be made available at the rear of the playground, Pyrford Common.

 

3.3Cycleways and Pathways

1.     Cycleways and pathways should be linked together.

2.     Traditions Golf Course – need a path alongside the west bank of the Wey Navigation.

3.     The Anchor – would be lovely to be able to cycle through to RHS Wisley in safety.

4.     Teggs Lane – surface is not too good.   At Abbey Close, the surface is poor; tree roots coming up to the surface.

5.     Talked about biodiversity – and the need for allotments in Pyrford.   Council may have some land they could release.

MD thanked everybody for their efforts this evening.   If anybody would like to form other working groups to continue the building of a Pyrford Wish List, then please do so.   We have until February, before work can start in earnest on producing a Plan.   If there is something important that you want to know, please contact MD.

 

Members were encouraged to take home blank membership forms to hand out to neighbours who might wish to join.

4.0Next Meeting date – No immediate plans for any follow-up meetings.   There was brief discussion that Friday evening was not particularly popular – MD will advise when next meeting is required.

Town and Country Planning Act, England

The Neighbourhood Planning (General Regulations) 2012

Application is hereby made to the Woking Borough Council as the Local Planning Authority for the designation of (1) a Neighbourhood Area and (2) a Neighbourhood Forum in accordance with the above Regulations.

(1) Application for designation of a Neighbourhood Area (Regulation 5)

A map that identifies the area to which this Application relates is included as Appendix C at Page 7 (Regulation 5a)

Statement explaining why this area is considered appropriate to be a Neighbourhood Area (Regulation 5b)

The proposed neighbourhood plan area (as outlined in red on the map in Appendix C) is primarily based on the area presently covered by that part of the Church of England Parish of Wisley with Pyrford which falls within the Woking Borough Council Boundary.   In order to minimize cutting roads down the middle, the boundary line has in some cases been moved so as to include both sides of the street.   After canvassing local opinion, a further addition was made on the south-west boundary, outlined in green on the map, to include all the land from Pyrford Common to Shey Copse.    To the South and East, the proposed area is primarily green belt much of which has the obvious natural boundaries with the Borough Boundary with Guildford.   The Green Belt is of particular importance to the neighbourhood.   To the North and West, there is a significant residential area which has no clear natural boundaries between Pyrford and West Byfleet to the North and Maybury to the West.   However, the inhabitants of the proposed neighbourhood area have a definite sense of local community and share common development, infrastructure and development challenges.   Collective representation has been the norm for Pyrford community through the Byfleet, West Byfleet and Pyrford Residents’ Association (BWBPRA).   The BWBPRA has expressed the wish that each of three villages submits its own separate Neighbourhood Plan.   None of these three village areas overlap.   The BWBPRA has agreed to support the formation of this Pyrford Neighbourhood Forum, covering the proposed Pyrford Neighbourhood Area.   It is intended that the plan will fairly reflect the wishes of the community by setting up a forum composed of residential and business members, drawn from all parts of the area and representing a wide range of interests, who must collectively endorse the plan.

No part of the Neighbourhood Area overlaps any other Neighbourhood Area (Section 61G(7) of the Act).

Statement that the organisation or body making the area application is a relevant body for the purposes of section 61G of the Town and Country Planning Act (Regulation 5c)… The BWBPRA has been in existence since 1928 and has informed members of the advent of legislation permitting Neighbourhood Plans.   Currently, more than 50% of all households in Pyrford are members of BWBPRA.   All BWBPRA members were informed of the potential to develop separate Neighbourhood Plans for the three villages in the BWBPRA Spring 2013 Newsletter and asked for their views.    At the Annual General Meeting held on 27th June 2013, at which local councillors were present, BWBPRA members agreed to proceed with the proposal.

To ensure full general public participation in the Pyrford Neighbourhood Forum, two public meetings have been held in Pyrford.   At the first public meeting on 27th September 2013, attended by over 50 people, it was agreed to set up the Forum.   A draft constitution was agreed, approval was gained for proceeding with the draft application for registration and key officers were elected.   There was considerable discussion about the boundaries.   A number of people felt that the northern boundary of the Woking Borough Council Ward excluded a considerable number of households who most people considered to be within Pyrford.   One suggestion was to use the postcode boundary between GU and KT postcodes, but this still left too many households out.   It was agreed to delegate the boundary decision to subsequent committee meetings.   At the two committee meetings in early October, the parish boundary was deemed to be the most appropriate, the constitution was revised to take account of comments from a number of members and further officers were appointed.    The second public meeting on 25th October, 2013 was attended by over 100 people.   At this meeting, the proposed constitution and neighbourhood plan area were agreed by a large majority.

This application is submitted on behalf of the Forum by the elected chairman of the proposed Forum as a relevant body (Section 61G(2b).

(2) Application for designation of a Neighbourhood Forum (Regulation 8)

The name of the proposed Neighbourhood Forum (Regulation 8a) is: ‘Pyrford Neighbourhood Forum’ (PNF)

The written Constitution of the proposed Neighbourhood Forum (Regulation 8b) is attached at Annex 1 on this application (see page 8).

The name of the proposed Neighbourhood Area to which this application relates is ‘Pyrford Neighbourhood Area’ and the map which identifies the area is attached at page 7 of this application (Regulation 8c).

Statement explaining how the proposed Neighbourhood Forum meets the conditions contained in Section 61F(5) of the Act (Regulation 8e)

(a)   The constitution of the proposed Forum (see Annex 1) and the Pyrford Residents’ Association have the express purpose of promoting or improving the social, economic and environmental wellbeing of the proposed Neighbourhood Area (Section 61F(5)a);

(a)   Membership is open to (Section 61F(5)b):

(i)   individuals who live in the proposed Neighbourhood Area,

(ii)  local businesses and individuals who carry out business or work there and

(iii)  individuals who are elected members of the Woking Borough Council or of the Surrey County Council and whose area includes the Neighbourhood Area concerned;

(b)   Membership includes a minimum of 21 individuals each of whom meets at least one of the following criteria (Section 61F(5)b):

(iv) living in the Neighbourhood Area concerned.   The current residential members are house owners and tenants, drawn from a range of occupations and professions including:

  • Accounting
  • Architect
  • Banking
  • Communications
  • Finance
  • IT
  • Landscape gardening
  • Marketing
  • Operational analysis
  • Project management
  • Retail development planning
  • School governor
  • Teaching
  • Town planning lawyer

The membership also includes homemakers and students

(v)  working in the area (whether for a business carried on there or otherwise).   A number of businesses are located in the Neighbourhood Area, of which seven are retail shops three are recreational facilities, and two are residential institutions.   All three categories are represented on the Neighbourhood Forum.

(vi) is an elected member of the Woking Borough Council or of the Surrey County Council and whose area includes part of the Neighbourhood Area concerned.

Registered membership of the proposed Neighbourhood Forum consists of 61% males and 39% females.   The age profile shows that 12% are aged under 40, 29% are aged between 40 and 60, and 59% are aged over 60.   Membership is dispersed  widely among the proposed Neighbourhood Area.   One registered member (2% of the membership) is a local councillor for Pyrford who resides outside the proposed Pyrford Neighbourhood Area.

(d)   It has a written constitution (Section 61F(5)d), and

(e)    There are no other conditions that have been prescribed (Section 61F(5)e).

Further, the interim Forum has already secured a membership that meets the ‘Desired’ criteria of Section 61F(7) of the Act, namely:

(vii)      Has secured membership that includes more than one individual falling within each of the subparagraphs (i) to (iii) of subsection (5)b, Addendum to Application for recognition of a Neighbourhood Forum;

(viii)      Has membership drawn from different places in the Neighbourhood Area proposed and from different sections of the community in that area; and

(ix)  Whose purpose reflects (in general terms) the character of that area.

Our publicity method – apart from the information provided to BWBPRA members, there have been a number of initiatives aimed at reaching a wider audience.    At the Pyrford and Wisley Flower Show, held on 13th July 2013, the BWBPRA had a stand publicizing its intention to develop a Neighbourhood Plan.   Also, at the celebrate Pyrford event on 4th August, 2013 there was a similar display of publicity material for visitors.   Notices requesting volunteers to join the Neighbourhood Forum and publicizing the September Public Meeting were posted at key locations.   These included two shop windows in Marshall Parade, the BWBPRA notice board at Marshall Parade, the Village Hall Notice Board, community notice boards at the Church of the Good Shepherd and at the Pyrford C of E Primary School.   Notice of the September Public Meeting was published in the Pyrford C of E Primary School start of term newsletter.   Articles about the intention to establish a Neighbourhood Forum and to develop a Neighbourhood Plan were published in the Surrey Advertiser in advance of the September Public Meeting.   Subsequently, articles were published in the Surrey Advertiser reporting on the September Public Meeting and on the decisions to establish a Neighbourhood Forum and to develop a Neighbourhood Plan.   .Leaflets were delivered to every home in the Neighbourhood advising residents in advance of the  October Public Meeting.

Neighbourhood Plans are coming

We need your help please!

 

Dear Householder,

 

For those of you who are members of the Residents’ Association, you will have read about the opportunities for local communities to produce their own local plans.   Each of the three villages of Byfleet, West Byfleet and Pyrford are proposing to form their own individual forums.   The one big problem we have met is: where exactly should West Byfleet end and Pyrford begin?

 

We need your help in deciding on a boundary line between the two villages and have sent this letter to all households in your area.

 

There will be two public meetings.   One is to be held on Friday 25thOctober at 8.00 p.m.  at The Church of the Good Shepherd, Pyrford.   The other is on Monday 18th November  at 7.30 p.m. at St John’s Church West Byfleet.

 

Your input is needed in advance of these meetings.   Please could you inform us before 25th October – by which village plan do you feel your street should be covered ?

 1.0 Martin opened the meeting and read out the agenda.

 

 1.1 Introductions

Martin asked those attending to introduce themselves and to state briefly which planning issues particularly interested them.   PB stated that in canvassing opinions, she found that many people want a recreation ground.   JW explained that Burhill estates had offered this many years ago but the residents did not want one in the location proposed.   VK stated that a disabled access swing would be a good idea.   GC mentioned that in terms of Burhill estates ownership of land there is great sensitivity around Shey Copse, particularly as the stables only have 21/2 years left on the lease.   GC pointed out that some sites in Pyrford are critical and some are not.   MW stated that the Forum should be open to new ideas and new initiatives from younger residents moving into the area.

 

 

2.0 Minutes of Previous meeting (Friday 4th October 2013)

The minutes of the last meeting were adopted.

 3.0 Constitution – review revised version

MD ran through the changes that have been made to the constitution, as agreed at the last meeting.  The changes were accepted by all present.

    
 4.0 Map

MD pointed out the changes that have been made to the Pyrford Neighbourhood Forum boundaries.  This was done to include as many streets as possible considered to be in Pyrford and to rationalise the boundary in other areas.   The plan takes the Parish boundary in the North and the Borough boundary in the South.   There are a few changes to these boundaries in the west around areas such as Shey Copse to include cottages and to follow more natural boundaries.

MD stated that the boundary takes as large an area as possible as it is far easier to remove, if necessary, than to add them in at a later date.   Everyone present agreed with the boundary map demonstrated by Martin.

5.0 Election of Officers (Membership Secretary & Community Liaison Officer)

MD stated that a membership secretary was needed.   AD volunteered for the membership secretary post.   VK offered to help with the role.   PB and VK agreed to volunteer to cover Community Liaison.

6.0 New Members

The issue of membership was raised.   CG stated it would be helpful to have a form that could be handed out to people as a means of collecting crucial data such as age and expertise.   It was pointed out that there is such a form on the website.   TP stated that parents are a very motivated group and that they should be targeted.   Several members stated the importance of getting younger people involved.

7.0 Application to Woking Borough Council

Next public meeting.   Barbara and Cliff have produced a leaflet for distribution around houses to advertise the meeting on 24th October in the Church of the Good Shepherd annexe.   It was suggested that the 2,500 copies could be increased to allow for leaflets being placed in venues such as the church, shops, surgery, social club, etc.   VK suggested a few changes to the leaflet.   VK and CG agreed to work on changes as quickly as possible.

There was some discussion of who might print the leaflets.   Some suggestions, including Pyrford Press, were made.

The nature of the public meeting was discussed.   It was felt that the meeting should be about building interest, with emphasis on the issues that residents might wish to engage with.   Opportunities should be given for people to express their views in smaller groups.   Sourcing of display boards and flip charts was discussed.

MD has arranged a meeting with Ernest Amoako, WBC Planning Policy dept.

8.0 Publicity

It was noted that Cliff Bolton had ensured coverage of our meetings in local newspapers.

 

The final item on the agenda was the Forum’s online presence.   The website pyrfordforum.org is up and running and Facebook and Twitter accounts have been created.   VK offered to contribute to the Twitter account.   CG will share password with VK.

1.1 Martin asked those attending to introduce themselves.   Martin then opened the meeting confirming that 37 Pyrford residents were at the meeting last week and therefore these were inaugural members.   Martin would like to see the member numbers rise to 100.

It was suggested that canvassing local residents would have be necessary and needed to be organised.

2.0 Constitution – Martin had sent out revised Constitution.
A copy of the Byfleet Constitution were also available to view by attendees.A number of amendments were proposed.   Graham Christie had suggested additions to points 1.4,  2.2.  and 3.1.

Section 3.10 talked about holding an AGM in May – better to say we will normally hold it in September.

Amendments were also proposed in Section 5 : General policy and principles

Biodiversity to be added to 5.2.   5.3 “public realm” wording to be deleted.

5.5 – expand “supporting employment” to the wider community.   Additional section 5.10 re wider consultation with adjoining neighbourhoods.

Changes agreed unamimously .  Martin will make the changes and issue again.

 

Ernest Amoako has agreed to vet the Constitution before application.   Martin to book appointment

 

4.0 Officers Proposed and Agreed:

5.0 A plan for Pyrford will have to be written to include criteria for limiting the type of development, and include as much on site parking as possible.   E.g. that any new planning application will have to have at least 2 car parking spaces on site.

 Plan will be drafted, submit to the council, who vet it and then has to be independently examined by the local planning inspectorate.  There is a registration fee.

Pyrford Forum are very happy to work with West Byfleet through discussion but to make separate applications.

We then have to have a vote of at least 50% of the original voters.  There is no set timescale for the plan which takes about 3-4 months to get through, therefore could be an official body by middle of February, then we have to make our plan ‘wish list’.

We need age support – Byfleet have a Youth Forum.  Julian Walker offered to talk to Suzanne who runs the church youth group.  The under 21’s have to live or work in Pyrford.

Contact List – Martin had about 60 names of whom 37 turned up for the first meeting.  These names were read out and different members agreed to contact them to prompt them to come along to the next meeting.

A Leaflet drop by street reps within next two weeks was discussed and leaflet will be put together by Cliff and Barbara.   A notice in the Parish Magazine would be a good idea.   A display stand at the Shepherds market and a drop in with more information were all discussed.

Graham Chrystie joined the meeting at 9pm.
Steve offered to build the web site.

Graham Chrystie suggested an open evening in the Village Hall and he would try to get the MP along.

The leaflet drop would be the best solution.

Radio station – could get a mention on Surrey Radio.

6.0Boundary Map was put on display and Martin described the different boundaries i.e. the Pyrford Ward, Parish boundary and postcode boundary.   After much discussion motion proposed and carried that we go ahead using the Parish boundary with limited tweaks to the north and south on the map.

7.1Publicity – Cliff reported that the local papers had been contacted and an article together with 2 photographs had been printed in the Surrey Advertiser this week reporting on the Inaugural meeting of the Neighbourhood Forum.   The papers will be contacted again in the future when there is something interesting that can be published.

7.2Web-Site – Martin confirmed a web site name had been registered pyrfordforun.org and included a half built web site.   He would like Facebook and Twitter to link to the web site.   Carol offered to help with the Twitter account.   The web-site will have an area for Minutes and other information which will save sending out e-mails every time.

 

8.0Any Other Business

Statistics for the membership – require name, telephone number, age range, and what you know about them (job experience / community interests).

Will need to contact the Cricket Club and social club (Mike agreed to talk to Cliff Butler).  Arbor Youth Club to be contacted, and Guides, Brownies and Scouts.  Vicar is very supportive.  Pyrford Court would like to know what they can do to support.
