MINUTES OF MEETING                                                    REF: PNFM111114

1.0 Minutes of previous meeting were accepted.
 

 

IW PD

2.0 Progress reports from Workgroups

GG reported for Social and Community Group.   Their report has been incorporated into the draft plan.

IW reported for Built Environment Group.   He and PD have condensed the BE character study into four pages.   A small additional amount of work remains to be done on the streetscape, but it’s almost complete.   We do not have a Village Design Statement, but IW felt this would represent too much work within the planned time frame.

CG reported for Open Spaces.   Wai Pai Poon has commented on the Open Spaces pages and small revisions are to be made.

The Cooperative effort with Burhill Estates, the landowner, to build a natural hedge along Sandy Lane is progressing.

Lower Wey Landscape Partnership a possibility.   Meeting to take place 28th November 10.00-1.00, location to be advised.

No-one present to report for Infrastructure.

3.0 Upcoming Events

MD reported that we are required to hold an AGM and this has been arranged for 27thNovember at 7.30 in Church of Good Shepherd.     15 people are required for a Quorum.  We also have a joint meeting with West Byfleet Forum arranged for 1st December in St John’s Church, West Byfleet at 7.30pm.   This joint public meeting will be to discuss inputs into proposed WBC green belt review

4.0 Plan.

Discussion ensued on how to proceed with plan.   GG thought we should finish drafting the document before involving any consultants.   GC suggested Hook Heath consultant may be a good option.   He will find out contact details.   It was agreed that a Plan editorial meeting would be a good idea, before the AGM.   This was arranged for Wednesday 19th November 7.30 in village Hall.   TP and IW to provide projection equipment.     It was mentioned that Infrastructure area needs more work.   BW mentioned the lack of knowledge we have on drainage, water and sewerage.   GG asked if infrastructure placed limits on development.   CG said that Wai Pai Poon suggested that Infrastructure area of the Plan could be used to list priorities for investment from CIL (Community Infrastructure Levy monies from developers).

GC stated that he would like to bring back Streets of Residential Character and locally listed buildings.   There are a number of high quality houses which have not been officially noted.

5.0 Finance and Administration.

MD noted that the PNF needs to become an incorporated body.   This will enable us to receive government grants directly, rather than having to use Woking Borough Council as an intermediary.   There are a number of incorporation options available.     Limited Company looks like it would be too onerous an option. GG felt that we ought to register as a charitable incorporated organisation.   GC has approached Graham Mott, a Woking solicitor, to look into the possibilities.     GC MD aiming to meet with solicitor next week to discuss options.

MD has been investigating liability insurance.   He noted that we can take out cover with CaSE for around £150, which was agreed to be a good idea.

MD was also asked to look into the claim that Liz Bowes promised £1,000 to help with administration of the Forum.

6.0 It was mentioned that the website is out of date.   MD said he had noted offers of help from one or two PNF members who might take on some the workload as SW is finding it difficult to continue due to other commitments.   CG mentioned that Marion Melcher may be interested in taking it on.
 

CB MD

7.0 Publicity.

CB produced posters which he plans to display around the village to advertise the AGM.  Comments were made on the wording and amendments suggested.  CB asked for help in putting up the signs.  It is also planned to produce a newsletter to be delivered to all houses in Pyrford.

8.0 AOB

GC mentioned that Education proposals affecting Pyrford residents have not been decided.   It looks certain that a new secondary will be built in the Hoe Valley (Egley Road ?).     There are still concerns that a proposal might emerge for a new primary school to be built near Shey Copse.

CG mentioned that Surrey Wildlife Trust are holding an event to launch a possible Lower Wey Working Group (or several) of the Wey Landscape Partnership on November (28th 10-1300). They would like to explore co-ordination with our Neighbourhood Forum and possibilities for an action plan to take forward some of the management aspirations in your document.   It would be good to inform PNF members of this, to see if some might wish to attend.

9.0 The meeting finished at 10.30pm.   Next meeting will be held Wednesday 19th November 7.30pm Village Hall and will be strictly plan writing only.

ACTION MINUTE

1.0 Minutes of previous meeting were accepted.
2.0 Several events have taken place since early June, with PNF having: a Gazebo at the Pyrford Cricket Club social event Saturday 13th June; a stand at Pyrford & Wisley Flower Show, Saturday 12th July; and a stand at Celebrate Pyrford Event Saturday 10th August.   In total, over 50 new members were signed up.

It had been hoped that a meeting could have been arranged with Mrs Krynicki re involvement of schoolchildren.   However, it seems she is not keen to get involved.

On Wednesday 18th June, there was a Public Meeting in Church of Good Shepherd.   About 50 people attended – separate minutes issued.

3.0 Ian Mills reported for the Social and Community team.  The team have produced their section’s draft Plan.   Demographics highlight the big issue of Pyrford having a significantly higher proportion of older adults than either the national average or the borough average.     Policy recommendations fall into three categories;

  1. Improved leisure facilities
  2. Improve public transport
  3. Improve shops and amenities

No one was present to report on any progress made by the Infrastructure Group.

4.0 MD reported for Open Spaces.   The Landscape Character Study has been completed.  The Open Spaces draft Plan section has also been completed.   MD expressed his huge gratitude for the amazing amount of work put in by Carole Gale and her helpers to produce such quality documents.

Ann Kerr is an expert on landscape planning and can be called on to complete a study, but will charge.

5.0 IW reported for Built Environment.   About 80% of the roads have been covered by Street Character Assessments.   IW and PD to work on a Village Design Statement.
6.0 Upcoming events.  The Church of Good Shepherd has been booked for a Public Meeting on 13th November, with a committee meeting fixed for 11th November to check that preparations will be complete for the public meeting.  .After some discussion it was agreed that we will not be ready in time.  It was agreed to seek to postpone the public meeting to either late November or early December, depending on hall availability.

MD and IM to check on Church and Village Hall availability.

7.0 Finance.  MD mentioned that we have the initial £6,300 DCLG grant has finally been received by WBC Treasurers, after months of chasing.   MD needs to talk with WBC Treasurers, to understand the process necessary to get the funds passed over to PNF   We also now have an operational bank account.   Lloyds Bank took so long in setting it up that they have paid £200 into our account as compensation for the delay.   Martin complimented Joy Sachak on her perseverance in nagging the bank.

MD noted that GC is talking to a lawyer about setting up a limited company for PNF.

8.0 No updates on website.
9.0 MD and CB to get together to produce publicity documentation re public meeting.
10.0 The meeting finished at 10.00pm.  Next meeting will be held, as already arranged, for Tuesday 11th November at 8.00pm.
